This website is run by Abertillery and Llanhilleth Community Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts using your browser or device settings
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

AbilityNet has advice on making your device easier to use if you have a disability.

How accessible this website is

We know some parts of this website aren’t fully accessible:

  • many of our older PDF documents aren’t fully accessible to screen reader software
  • some older PDF documents are scanned images, so the text in them can’t be read by a screen reader or searched

What to do if you can’t access parts of this website

If you need information on this website in a different format like accessible PDF, large print, easy read or audio recording, please use the details on our contact us page. We’ll consider your request and get back to you in 15 working days.

Enforcement procedure

The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’). If you’re not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS).

Technical information about this website’s accessibility

Abertillery and Llanhilleth Community Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

Many of our older PDF documents are not tagged, so they aren’t structured in a way that screen readers can follow. This fails WCAG 2.2 success criterion 1.3.1 (info and relationships).

Some older PDF documents are scanned images with no text layer, so their content isn’t available to people using a screen reader. This fails WCAG 2.2 success criterion 1.1.1 (non-text content).

We’re working through our documents, starting with the ones people use most. When we publish new documents, we’ll make sure they meet accessibility standards, and where we can we’ll publish information as a web page instead of a PDF. Our newsletters are already published as web pages.

Disproportionate burden

Not applicable.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents
The accessibility regulations don’t require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Online maps
Online maps are exempt from the accessibility regulations, as long as the essential information is provided in another accessible way. Our Locate a Defib page lists every defibrillator location as text alongside the map.

Third-party content
Content on our Facebook and Instagram pages is controlled by those platforms and isn’t covered by this statement.

Preparation of this accessibility statement

This statement was prepared in September 2019. It was last reviewed on 21 September 2026.

This website was last tested on 21 September 2026 against the WCAG 2.2 AA standard. The test was carried out by HERWEBSOLUTIONS LIMITED, trading as Her Web Solutions. We tested 94 pages across the site using automated tools (axe and Silktide), along with manual checks of keyboard navigation, focus order, zoom and reflow, text spacing, colour contrast and headings. We also checked the PDF documents linked from the site.
